This type of game has been around for a while. I played it in middle school with dart guns.

It was called 'TAG', or 'The Assasination Game'. There was an impartial judge that put everyone's name down, and stuffed them in an envelope for the players. The idea was, you had to shoot the person who's name was in the envelope, and no one could see you do it. No witnesses, or it didn't count, and you had to do it again (and this time your victim knows you're after them). When you are succsessfull, they give you their envelope and you take out that person next. You couldn't shoot others, and you couldn't shoot your assasin in an attempt to prevent them from shooting you.

Of course, some places were off limits. School, anyone's workplace (or when they are leaving or going directly to work), churches, and whatnot.

Basically it's very similar to the idea in the movie 'Gotcha' (which should be required viewing for any Tag/Airsoft/Paintball-ers). It doesn't work as well with Lasertag though, as everyone would have to constantly wear a sensor and have it on.
